Well, I guess you can go kayak in the broads now. The State has decided we do not have enough laws and enough to spend money on.

“The Critical Edge”, NH DES gives news about the CSPA
The bottom line is everyone would prefer clean lakes, rivers and streams. New Hampshire’s DES has been working very hard on the new Comprehensive Shoreland Protection Act. In a continuing effort to inform the public and waterfront owners about the changes in the regulations and the enforcement of the rules, they have produced their first edition of “The Critical Edge” newsletter.
Now go dig your foundations before July 1, 2008

Shoreland Protect update
Dear Prospective NHSA Members,
SB-352 Changes to the CSPA:
The NH House RR&D committee voted 15-2 to recommend approval of the amended version of this bill. These changes clarify the impervious limits to either 20% or 30% and simplify the requirements for increase from 20% to 30% by removing the requirement of a deed restriction. Click here to read the amendment.
CSPA Effective Date –
The House RR&D Committee voted to “concur” with the NH Senate in their amendment to HB-1601 change of the effective date to July 1st. This was later supported by a vote of the full House changing the effective date of the CSPA to

Quick update on the CSPA
Dear Prospective NHSA Members,
SB-352 Changes to the CSPA:
The NH House RR&D committee will meet in executive session tomorrow,
There appears to be little support in the House to modify the effective date until Oct. 1st, and there doesn’t seem to be overwhelming support for July 1st. NH
There have been a lot of compromises to date and the NHSA has taken a middle-of-the-road position under our “balanced resource management” philosophy. As this may be the last opportunity for you to comment and provide your thoughts on these issues, please consider sending an e-mail to voice your individual concerns and opinions on these matters. As always, please specify that you are a shorefront property owner.

CSPA update 4-11-08
Dear Prospective NHSA Members,
SB-352 Changes to the CSPA:
A number of stakeholders met with the Department in a session chaired by House Resources, Recreation and Development vice-chair Rep. Don Brueggemann to discuss tentative amendment language to SB 352 (our thanks to Rep. Brueggemann for coordinating this meeting). Click here to read the compromise language. This modifies the definition of “disturbed area” and adjusts the 50% area issue on smaller lots to 25%. This also clarifies the “impervious” area and the stormwater requirements for run-off design.

Back to October 1st for the CSPA changes
The New Hampshire legislature has given me a lot of material for my blog. It is appreciated and I look forward to what is going to happen next in the Comprehensive Shoreland Protection Act for New Hampshire.
Dear Prospective NHSA Members,
SENATE UPDATE: the NH Senate voted yesterday to approve the amendment to HB-1151 that moves the effective date of the CSPA to
Click here to read the amendment.
This amendment will have to be approved in the NH House, which is not expected until mid-April. There is confusion about what happens between April 1st and the House vote. More as this develops…

Lots going on with Shoreland Rules, no answers yet
Dear Prospective NHSA Members,
Here is a quick update on SB-417:
SENATE
As you know, it appeared the CSPA would be pushed back to
However, the full Senate did not vote on the amended bill on Thursday (3/13) but will be considering it next Wednesday (3/20). There now appear to be two issues: the resolution of the effective date and what will happen between April 1 and October 1 and the issue regarding the exclusion of the waterfront buffer from the 50% undisturbed land calculations.
Regardless of the Senate’s actions on SB 417, the House will still need to act on the proposed Senate changes. We are contacting Senate members in our attempt to reach a workable resolution.
As always, we appreciate your support and encourage you to get involved. Feel free to e-mail the Board if you have any questions or comments. Click here for E-mail and contact information.
