Shoreland Protect update

SB-352 Changes to the CSPA:
The NH House RR&D committee voted 15-2 to recommend approval of the amended version of this bill. These changes clarify the impervious limits to either 20% or 30% and simplify the requirements for increase from 20% to 30% by removing the requirement of a deed restriction. CSPA Effective Date –
The House RR&D Committee voted to “concur” with the NH Senate in their amendment to HB-1601 change of the effective date to July 1st. This was later supported by a vote of the full House changing the effective date of the CSPA to

Winnipesaukee Speed Limit debate in Concord
I am sure the debate was heated. The thing that is great about Lake Winnipesaukee is the fact that it is the “Big Lake”. It is where people come to have fun. There are rules in place to keep people safe. There are also many other lakes in the Lakes Region that would be great for water skiing, Kayaking, etc. Winnipesaukee is great for boating.

CONCORD — The battle over a bill proposing a speed limit on Lake Winnipesaukee continued on Monday with everyone from island-dwelling barge operators to weekend speed boat enthusiasts weighing in on an issue that has lake users divided.
Approximately 200 people — many from the Lakes Region — gathered in Representative’s Hall at the Statehouse for a Senate Transportation Committee hearing on House Bill 847.
The bill is proposing a 45 mph daytime and 25 mph nighttime speed limit on the Big Lake.

There appears to be little support in the House to modify the effective date until Oct. 1st, and there doesn’t seem to be overwhelming support for July 1st. NH
There have been a lot of compromises to date and the NHSA has taken a middle-of-the-road position under our “balanced resource management” philosophy. The only, well who knows, Burger King that you can get to by boat is closed. Gone are the days of eating Bacon Double Whopper in your bathing suit!
Burger King to close Sunday

A Burger King that is believed to be one of the only in the country offering dockside access will be closing on Sunday, though the longtime owner said he is still looking at alternate locations for the business.
After 30 years at its lakeside location on Paugus Bay, the Burger King at 1218 Union Ave. will “unfortunately be no more” as of tomorrow, said owner Larry Kohler of Mass.-based Mastoran Corporation.

Vote Delayed (again) for CSPA
The Lakes Region and Lake Winnipesaukee community anxiously await a decision on what exactly will happen with the new Comprehensive Shoreland Protection Act.

CSPA update 4-11-08

SB-352 Changes to the CSPA:
A number of stakeholders met with the Department in a session chaired by House Resources, Recreation and Development vice-chair Rep. Don Brueggemann to discuss tentative amendment language to SB 352 (our thanks to Rep. Brueggemann for coordinating this meeting). Click here to read the compromise language. This modifies the definition of “disturbed area” and adjusts the 50% area issue on smaller lots to 25%. This also clarifies the “impervious” area and the stormwater requirements for run-off design.

Study on New Hampshires population growth
It is good to hear that we are not losing young people as other states are trying to avoid. There is continued support of the point, NH is just a great place to live for a variety of reasons.
